As a former military Supply Officer, I complained about the free market most of the time. I had folks who had all the specs and skills to make the parts we needed, but we had to send it out for some private industry folks to make the part so they could make a profit off the government.
Heck, the biggest problem we had in the Iraq war was that because of our manpower we had to have about half our troops over there at any given time. But there are about as many folks employed making guns, tanks, and other materials for the Army as there are IN the Army. If the Army made its own toys it would have double the manpower, and the Iraq war wouldn't have put such a strain on our forces.
Of course, you will never see that in the US because fleecing the military is one of the most profitable scams-er businesses to be in, and profitable businesses can buy-er donate to politicians to keep the gravy train running.

The example you are citing though is actually the *opposite* of a free market: it's arbitrary regulations put in place at the behest lobbyists.

I find that's quite typical though: when capitalists are calling for a "free market", they are actually just demanding a "right" to make profit -- typically asking for regulations that *limit* freedom of buyers, so there is no true competition that would endanger their interests. Some glaring examples of that in the USA are the monopoly of car dealerships, or the monopolies of electric utilities. (The latter sometime having *literally* guaranteed profit margins, by law -- how absurd is that?)
