Road gangs?

I would assume that if he got attacked by a gang so close to NT that NT would send out some fliers to cover him. But what would he do if he was attacked by a gang in the middle of nowhere? His vehicle does not look like it's armed, let alone well armed.

With the mentioned problems of Gutters and Raiders, taking into account how traders tend to carry around their money in hard currency (metals), I'm surprised that road gangs and similar aren't so prolific as to stymie trade along established trade routes. Is there any equivalent to state troopers or marshals or something who try to protect traders? If not, I'm surprised traders don't employ escorts for protection.

But back on page 508 Dolly explained that Rangers are "mercenaries who prowl the wastelands and gather odds and ends to sell." Dolly also confirms they can also be mappers and prospectors, but that it's a quote, "very general term".

In contrast, we don't see much, aside from some vague hints (such as Breaker's comments in the bar in Joleet) to suggest that Rangers enforce the law and are sworn to protect and serve. They aren't like Texas Rangers or Marshals, are they? Are they deputized? Do they swear an oath? Then how come some of them are known to collect human bodies and slaves to sell? They sound more like scavengers, doing whatever to make a buck.

I'm confused. Or is it just that corruption runs rampant among these that are supposed to uphold the law?
