Those Balloons indicate "Speed-speak" Humans cant perceive it or understand it as its a compressed form of language - the Binary in the balloons is the indicator that they are using it.

She tore through Dari in Breakers (starting with The dance - 9th July 2012) plus discussed Black Angels WITH a Black Angel (on page Black Angel - 29 July 2012) without clearing the room? With Breaker, Zophia and who knows who else possibly in range to 'spy' on that conversation.
Dolly then proceeded to leak all sorts of classified information to Breaker (starting with What about human?) in which she tells Breaker that she works for the Taylors!!! I mean if Breaker sold that info (or someone else heard it and did) Dolly and CeCi aren't leaving the landing zone alive and free!
Finally Dolly (and CeCi) turned around and DESTROYED four gutters in a street fight (starting with Or the hard option - 15 April 2013). It didn't last too long, but in a place like Joleet, I expect it created some buzz. Just like the shootout at the OK Corral did in its day.
And we KNOW there were witnesses to both fights (Breakers had some folks in it for sure and you can see at least one person in the background of the street fight). So, how much 'proceeded' Dolly's arrival to Nova Roma? How accurate is the information (judging by something like the OK Corral, probably not totally)? And how will Nova Roma's guards react to what information they have received?
So far, Nova Roma has proven that they are superior in keeping tabs on the other side. If that trend continues, Dolly and CeCi are doomed.
Whatever source leaked Lynn's flight plan should know that Dolly is gone (CentComm didn't put a Dolly doll decoy) up. And now a dangerous Dolores shows up in Nova Roma, without previous history (no other bounties turned in) and no one in the biz recognizes... Yeah, color me suspicious. And I don't think I'm anywhere near as suspicious as Nova Roma probably is of 'strangers'. :-D
Breaker wrote her off as slightly crazy. but cute and sexy. Zophia doesnt really give a damn Beakers is a neutral ground. and a lot of wasters would stop coming if Breaker sold out or allowed to sell out. So nothing was sold to roma from them :D
Kind of figured Breaker wouldn't be spilling the beans. Doubted Zophia would either, doesn't seem the type.
I guarantee though there are people that frequent Breaker's that would sell their mother's last working kidney for some quick cash. :-D Now whether they were there, and had assets in place to pick up the information Dolly was spilling or not, is the question.
I would be truly shocked if NO information beat Dolly to Nova Roma though. Her and CeCi made too big a splash in Joleet to not have something reported down the line. :-)

Yeah, but CeCi identified the weapon system and Dolly was horrified and surprised to discover that CeCi was "weaponized". And anyone still in the area knows that SOMETHING weird happened, no weapons were fired, but the cute little android got a burn on her hand?!?
If information got to Nova Roma that the android was weaponized, she would probably be VAPORIZED upon landing. And if Kali or Maxus heard that the android was burned without being in the fight, I think they would suspect her of having concealed weapons.
Who's going to care? There are a THOUSAND scenarios like that playing out every day in the Wastelands. Bar fights ranging from "two people punching each other" up to "gang war" happen so frequently that entrepreneurs gave up on televising them on a pay-per-view channel. Weird weapons and oddly modified androids/humans pop up faster than dodgy apps on smartphones. The informational density becomes impossible to manage. Nova Roma doesn't have that extensive an intelligence network and they're rather arrogant; what they have, they focus on higher-level information, not "a couple people killed some Gutters in a nowhere town in the Wastes".
I know that if I was Nova Roma, I would make it known that I would like to know of new people heading into my areas. You don't have agents, but make all the people already in place into 'possible' agents. I would be doing it, knowing that CentComm MIGHT try some type of operation. And that might get me warning of the operation.
I do like the compressed comm stream. But I expect its not too difficult to intercept, depending on the available tech level, and security protocols of the location they are using it in.
Ah but humans do tend to be pretty imaginative when it comes creating tools, and means to expand on their range of senses, especially the more paranoid types.
But yeah, they would have to know to listen for it, and probably only the more sensitive areas would have that kind of security measure in place.
That quickly turns into the hacker arms race. Someone comes up with a scanner to pick up and decrypt android speed-speak; the androids come up with a random frequency shift key. Someone comes up with a way to track the frequency; the androids increase their encryption. Every time someone comes up with a way to eavesdrop, someone else comes up with a different way to prevent eavesdropping. Oh, and then the legal arguments come in, with one side screaming about violations of privacy laws and the other side bitching about public security, and so on. It goes 'round and 'round.
For the purposes of this comic, no one short of a city AIS-level entity is ever going to be shown to be capable of even detecting, much less decrypting, speed-speak.
I'm not sure why android speed speak wouldn't be harder to crack (you say decrypt, but that term applies to both legitimate and illegitimate decoding) than you suggest. I mean, even if quantum computing is a readily available thing, that doesn't make strong encryption impossible, it just raises the bar immensely.
But I'd guess that in this world, quantum computing is something that only the AISs can control to a sufficient extent to be readily usable for this. Which would explain only them being able to crack speed speak not intended for them: strong encryption that would be proof against quantum computers would require quantum computers to both encrypt and decrypt, as well as a lot more bandwidth to transmit.
I understand the arms race with cryptology today, but in another thousand years? Moore's law will have been completely forgotten. Sure, there will still be advances in computing made from year to year, but nothing like the groundbreaking advances we saw while Moore's law was still in operation.
Actually jamie it isn't THAT far. It is only about 1,100 kilometers (660 miles) from Bethel, NY to Charlottetown, Prince Edward Island (Canada). :-D That is a bit over 4 hours flight time for Dolly.
