That stood for "Senatus Populusque Romani", i.e., "The Senate and People of Rome". I don't know what P(TH)SL might represent in Lamod, but it could be something like that.
2) The artist needed some extra letters to fill out the sign and thought those looked cool. ^_^
Given that they're spelling Rex with a sigma and Roma with a lambda, it's pretty clear that there was some false hellenization going on during the rise of Nova Roma. So I'm guessing that's Nova.
By the way: What does that greek in that sign mean? pthsl - you can not even pronounce it...
