From what I can tell, Kali seems to WANT to do what is best for Nova Roma. If it weren't for the programming, she might have considered having the prince removed. That is, arranging someone else to do the deed. But such plans carry a high degree of risk. Even if it worked flawlessly, protecting Prince Douchebag is a big part of her job and failure risks termination. Thing is, Kali seems to value her own hide and is extremely calculating. So I'm not so sure she would. That said: Looking the other way while a malcontent did the deed, esp. if made to look like an accident, might be more likely.
BTW: Kali would realize that if an android where to kill the Prince Regent, the political and public backlash against androids in Nova Roma would be extreme. They -already- distrust them and treat them worse than slaves. Imagine how they'd react if an andy murdered their leader?
Discussions and tactics; Kali won't directly help Maxus remove Total Psycho Dickhead but she will support Acantha indirectly. A deeper question to ponder is whether there's more to Maxus's peace than Irene.
There is. The contingencies, for one. Also, he's viewing things strategically. His situation also makes taking action difficult, politically. I think more than anything he's waiting for the right circumstances before he takes action
In that scene, Kali asked if "his peace" was what Maxus had in mind to protect the girls; she was asking if he intended to put them into Irene's keeping temporarily, that's all. (The name "Irene" literally means "peace"; I was being cute with the wording to foreshadow her a little. :D)
