Dolly seemed to enjoy Breaker's attention. And that outfit would get LOTS of his attention. Figured he might 'sway' Dolly to wearing it.

It is about the same amount of clothing as Dolly was wearing when she last was around Breaker. :-D

Seems legit to me. While I'm no expert, I do recall a some pre-apoc traditional fall harvest characters. There is the plant (above), and she is often accompanied by a scarecrow, clowns, birds and bats.
