IIRC, he wants drekhead replaced with Acantha on the throne but has been waiting until the time is right. The current action is effectively just getting Lynn returned home...and probably Acantha safely out of Roma, so that she can live *to* take the throne once a safe way to get rid of drekhead can be found.
By safe I mean 'without triggering the 'contingencies' that could possibly turn Roma into a glass crater or worse'.
Given drekhead's depraved sadism and clearly psychotic nature, honor would seem (to me, at least) to demand he do everything in his power to ensure it happens, which means active (if covert) involvement.
I actually wonder how much Miraiko DID lie to Julia. I know she didn't tell her a lot of things, preferring to keep her ignorant (for her own safety). I wonder if that is the 'lies', rather then actually telling her untrue things.
In either case, I get the distinct feeling that Miraiko is DONE lying to Julia. She has promised her protection and sworn her love to Julia. I'm thinking that unlike before where things were left murky, when Miraiko says something her sense of honor with drive her to uphold it.
