Of course, I also wonder if they have been discovered already by a leak somewhere. There is an awful lot of interest in the Beast right now that I would not normally expect, even for a heightened security alert. Guards are not normally pointing guns like this unless they have an idea that something is wrong. Badly wrong.
Mr. Black knows the trade laws and courtesies inside and out. In a typical situation, Connie would be perfectly fine to go without the inhibitor until after they get through the customs point. This situation's very atypical.
Is it me or did Mr. Black let Connie down here? He told her that he would be there to help cover for her and I don't see him anywhere in sight.

I think I'm missing something with that inhibitor. Ceci does not wear one and is fine inside Nova Roma. She just has to stay near Dolly.
So why would Connie need one?
Ceci and Dolly were bringing in some very valuable property in the prisoner. Cecil said she was Dolly's property. Connie said no one owned her, she's on the command deck of a ship belonging to a known smuggler with links to the shady side of the Church, not a good thing.

As Connie noted on the previous page, it's all right for her to not wear the thing until they pass into the city proper, as long as she stays aboard the ship. True, she was told it would be needed in the city... but let's draw the obvious parallel: in a similar situation, how many black people would be willing to put a slave collar on themselves before it's absolutely necessary? Even one that's just "for show"? Connie isn't a secret agent or part of the military; she's a civilian. She's bitten back resentment towards Tillerman's prejudicial treatment--but keeping your head down so you don't lose your job is really not the same as being treated literally as a slave.

In Nova Roma, Empori ("Trader") Barclay is not a "known smuggler" at all. He is a legitimate merchant. In fact, he's so reliable that he's come to the notice of some people inside the Roma bureaucracy--such as the Church--who find themselves in need of specific items that are entirely legal, but hard to find.
Ceci was very forward with declaring herself owned by Dolly and when scanned they found a inhibitor signal .. ( see the tech page on inhibitors ) And at that point Ceci dropped right off the radar.. Connie has declared herself as her own person .. thats not a happy thing here.

You know, this reminds me of someone I used to play Shadowrun with years ago. When he GMed, if the team encountered a guard like Sheela's, we always knew his name was Phil. Or if we met a guard named Phil, the male members of the team were quick to tell the guard 'sorry, I'm straight' before he could hit on them lol
From a legal point of view there can be a fine distinction between "owned" and "contract labor" that would be important in New Troy but not in New Rome that I'm sure Mr. Black will be able to use to his advantage. ("Well, she does "belong" to herself but she's contract bound to the ship as sevice equipment and since I own the ship and all its equipment she sort of belongs to me but it makes her happy to think otherwise...")
I'm not sure about that Timotheus. I was thinking that Mr. Black had hired Connie as the ship engineer. That means he could dismiss her or that she could quit. Not that she 'belongs' to the Beast (Nice Personality) or that she has no say in her employment. Whereas a slave has little to no (legal) recourse.
Except that Connie is too honest to THINK of a plausible story under normal circumstances. When someone sticks a (BIG) gun in her face, CptK, all thoughts about anything ELSE went flying out of the window.
In New Troy Connie would have a lot of protections under the eyes of the "law" in nova Roma Connie has the legal protection of a cellphone. or a personal computer. as in none. a lot of people in NR would not even see her as a person.
