About now the guards ought to be busy locking down everything and Cassian reinforcements on their way to the royal dining room.
If he triggered a security problem in the basement, any crack leader security team will have people en route to the person they're supposed to be protecting the moment anything anywhere on the facility goes wrong and in the event of security breach, will lock down the area.
That there were Cassians en route already only hurts his case.
Concur - Any non-trivial security event (and obviously one that "draws away" a significant portion of the standing sec-force to the basement counts) would trigger a) a facility-wide lock-down and b) reaction teams being dispatched to cover any and all principals / high value targets within the facility. Flashing lights and klaxons optional.

They just don't know all the details and they will react by the book to secure the physical plant, their principals as well as then seeking out any hostiles/unidentifieds.
Take a look at the video of how Reagan was handled when Hinkley tried to assassinate him. The SS unit literally threw Reagan into the back seat of the limo. The shooter was neutralized and physically covered by agents' bodies within four seconds and the limo was on the street rolling within eight seconds of the first shot, the scene is effectively secured within 20 and the shooter being transported within two minutes of the first shot. Medical assistance arrived at about 1 min 50 sec.
And when is that boy gonna step back and clear his six??
If I read it right, the Cassians were sent on their own missions by Kali.
Since for us, the mission specifics are still unknown, the Cassians could be off the palace grounds, and heading somewhere deep in the city for all we know.
OK, maybe no Cassians BUT, at any secure facility, with any protective units (which would be separate from the facility security forces) worth their salt, special reaction teams would be! It would be basic protocol to secure, and if necessary, evacuate to saferooms, at least the royal principals or others in the immediate line of succession in attendance of the dinner.
It would also be SOP for facility guards / watchman NOT to leave their posts during an event unless ordered by higher authority. The event itself (the basement) would be handled by SWAT type units.
Nor would a monitoring/command center be depopulated to deal with an event. It's people are still on duty, eyes to their assigned screens no others; in other words, the views from the "blocked cameras" have probably already been noted.
Also, SOP would have been to notify the ranking members of security units in the dinning room, I would think Kali and Maxus definitely count there.
(Where BTW is Damoclus and why wasn't he within reach of his principle?)
Even by the standards of 30 or 40 years ago, this 'event' is a total CF and the worst offenders aren't Kyle but those involved with security because they did NOT DO THEIR JOBS.
Either that or there is a magical heroic aura that causes total breakdown of systems and expertise. When heros are in the vicinity, locks do not magically lose the ability to lock nor do security professionals become Keystone Kops.
Speaking of which... Why is Dec still exposed and in the line of fire? The most reasonable reaction for Kali would have been to throw his ass under the heavy wooden table where he has at least some protection from a slug thrower. As it is, she is not even covering his body.... or might she be indulging the possibility of a private regime change maneuver for the "greater good of Nova Roma" by being a fraction of a second too slow?
I am under the impression that there are Cassians tasked with getting two females of import out of the way of an impending attempt to kill a highly dangerous male.
All im gonna say is Kali can move FASTER than he can shoot.. and well maybe a bullet in the arm - wouldn't be totally horrible to her POV.. Deck wanted ALL of the guards out of this room because he DID not want anyone else besides the people IN this room to hear things. ( slaves dont hear things by default if they are smart. ) Trust me. any "errors" you may or may not see.. is counted for in the plot.. or in the characters mentality not every hero is perfect and not every villian is perfect.. and sometimes they are "just that good" .. Honestly with Kali and Maxus in the room no one would really be able to harm the Prince.. hell with just max in the room .. and the prince A believes he is quite capable of handling any number of assassination attempts .. this isn't his first go round with looking down a gun.
You are presupposing the existence of "dedicated, crack security leaders and teams." The most competent of Decimus's security forces would love to see his security fail fatally and are motivated solely by preventing the collateral damage to his demise. The rest of his body guards have been described as "self serving mercenaries" whose loyalties will last as long as their special privileges do (not the type to take a bullet for you).

Typical damned teenage know-it-all. Just because ONE person there is a psychotic asshole, he's assuming they all are. What's worse is the testosterone poisoning has him ignoring what Lynn says in favor of his prejudice, without even hearing her beyond 'Lynn is talking'.
If anyone knocks Kyle out in the next second or two it's going to be Acantha. She's gesturing at Lynn, there, which looks like the universal signal for "Wait, I've got this."
And Decimus would never have sympathy for anyone else. More likely he'd be laughing in delight if Kyle got creamed.

Kyle has witnessed some pretty unfavorable behavior to those considered slaves and servants on the streets and in the kitchens here already. He isn't about to let any of that happen to Lynn.
Ah, but we're assuming it was what he just heard. IT might be something else entirely.
There's an experession "The truth is the first casualty in a conflict.", so it's definately possible Kyle has heard something else before he arrived. His version of 'The Truth' might be radically different than everyeone elses. ;)

And honestly, if an 8' Wookie, a farm boy, a rogue Smuggler, and an Old Hedge Mage can wander around the largest, best equipped and armed space station to rescue a princess in a galaxy far, far away, why not see if Kyle can get away with it in this one?
Well, that makes Kyle the Farm Boy (naive and inexperienced), so considering that he's missing the 8 ft Wookiee, the Smugger and the Hedge Mage, his chances don't look good.
But again, don't underestimate our esteemed Authors here :D
