Hugo Award nominations should be for completed and identifiable story arcs. The first publication (online or paper counts the same) of the final installment of a story arc "starts the clock" on a given story.
We can only give general advice. The specific decision would be made by next year's Hugo Award Administration Subcommittee, and in general they will not rule in advance on the eligibility of any item. They'll only make a ruling if a work gets enough nominations to make the finalist shortlist.

So I think I can nominate both Luna-Star (Which I intend to) and DataChasers. It just requires a completed Story Arc for DataChasers to be nominated. And I think we are getting close to having an Arc finished this year.
Nero and Caligula are almost as well known as Julius, Augustus, and Hadrian.
Also, the two most well known Kings in England's history are Richard (spent a total of 2 weeks in England) and John, who so "joyously and willingly" signed the Magna Carta...
He may earn that particular "honor" whether he wants it or not!
Truth be told, Nero wasn't actually a bad leader at all. Nor a bane to his people. Today's most known picture of him is heavily tainted by propaganda that didn't start until decades to centuries after his death.

I read that differently than you did, KarToon. I got breathless concern, not cheering, for someone she very much loves. I was thinking Irene was scared for Maxus, not understanding what she was seeing.
I just noticed, that Maxus used the Hilt of his Sword to smash Hrist in the face. At first I thought he had used the blade, which would have meant major damage, possibly irreversible damage. With the Hilt, there is still damage as you can see Hrist's face shield shattered, however it is not instantly "Fatal"
ETA: I just want to share this news. My oldest daughter Boyfriend finally Proposed to her and she said Yes.
He actually did hit her with the "hilt/Pommel" of the blade .. of course he hit her with enough force to shatter a persons neck and skull so.. we will see.
Is that a reflection of Malati and Irene in the left corner in the last panel? I can't tell if it's a reflection in the floor (shiny tile?) or in a sword blade...?
See? He only disarmed her instead of really hurting her. And punched instead of beheaded. Max knows something's off with this assassination attempt and he's pulling his punches too. (Both of those strikes could have been easily fatal.)
Actually, Anonymous has a good point here. They may not be able to snitch on Decimus While he's still alive, but once he's dead, Acantha would have to order them to stay silent in order to get either of them to shut up about it.
There's also the possibility that he would prefer them to still be around for when Acantha takes the throne. They usually are a boon to the populace of Nova Roma after all. And some of the best protection a wise leader could get.
Still, he's not exactly pulling his punches. Just administrating control as to where they land. Which is a mark of a good fighter anyway.
possible.. but I would also like to point out.. the Cassians are very very hard to kill and are no joke when it comes to fighting them.. what would normally kill some one they can brush off.... they are not human and were built/designed to take a LOT of punishment.
