Ordinarily I would agree with you, Sheela. In this case though, I'm doubtful. Between Douchimus ordering Maxus' assassination and Dr. Silver's demolition of their communications system, I think they are going to be GLACIALLY slow responding. They might have individuals blocking the way, but organized resistance is going to take longer.
The Roma survivors are likely the ready reserve located further back. The initial defense line, ahem, went to pieces rather suddenly...
I suspect that it will take several minutes to get additional reserves routed to the South Gate.Until then any real resistance will come from security checkpoints.
Course, this begs the question of where max's boys are and when they will get into this. Any of his units inside the palace are either initially moving to resist the attackers, or under guard themselves.
Douchebag will not have troops possibly disloyal to him this close AND armed. Especially if they hear about what happened to their commander. This may be true across the city actually. The fighting may suddenly be much more widespread then the rescue groups initially hoped it would be.
Maxus's elite troops (the ones in gold) have been given busy-work to keep them out of the way. "Guard this point here on the other side of the palace", for example. :D
With Dr. Silver playing merry hell with communications and data access, nobody outside the palace is likely to know what's going on INSIDE it until well after the fact. (Damnatio Memoriae is in the best position to disseminate information to the active teams out in the city, but their ability to do so is limited; besides that, they have other things to do at the moment.)
Right now, there are only three people who know what actually happened in Maxus's quarters: Maxus, Irene, and Hrist. Noctis has her suspicions, but no solid information as yet. Mind you, once Maxus gets out of his suite, word is going to get around the palace pretty quickly. Bad news travels fast, and Maxus Valerius feels like being really bad news. :D
It wouldn't surprise me in the least if Maxus' elite troops have a backup way of communication that is completely outside of the Palace systems and not affected by what Dr. Silver is doing. Maxus reminds me of several people I know. One is none two is one, three is still one. Four however is two.
Meaning you need to have at least three backups for every primary. And since standard practice it to have two means of communications, that means Maxus probably has 8 different ways he can get through to his men.
Granted they might not all be fast, but when I was in the Army, we had phones, then Digital radios, then analog radios, then field phones, and then finally visual communications.
Maxus's troops probably have two or three different radios, the backup backup might be rather short ranged though, instead of several miles range it might just be a few hundred meters or yards range.
In the old days they had these things called legs that were used by runners to carry commands between units. They weren't fast or fool proof, but they fought battles with them for a couple thousand years. Just ask Corporal Hitler.
Knowing New Romes attitude toward technology, I'd bet they have a better grasp of the idea than most.
I was an infantry radioman during my tie of service. Still occasionally served as message runner. Never underestimate the use of a soldier with good legs and a firm grasp of the terrain.
And once a runner goes to the rear with a message, he can return not only with a new message but with a small load of supplies or ammunition as well, some things you always need more of.
Right now everyone is scrambling to get things back under control. This situation is starting to blow up much farther than Marcus intended. He wanted a Diversion and got a partal war.
All it takes is a single match to start a firestorm.
Definitely got more than I bargained for, like the discount aisle for revolt and civil unrest... I will say I got my monies worth, and a few bonuses ... as I have mentioned before, the ill use the political environment of rome to my best advantage, there was nothing in my mission briefing that said "do not start a civil war"
So the individual Cassians were given targets,is their MAC inhibitor smart enough to think they should cover another's mission if the first attempt fails?

There are lots of things we're generally better off not knowing. For instance, I could really do without knowledge of exactly how many children pick up and chew gum that was stuck under tables and seats.

Yes Teedee and Ada just crossed the south gate into the palace proper. they really dont have any resistance except for a few scattered troopoers
