To be fair, Dolly doesn't have a lot of first-hand experience in dealing with Black Angels, so she can't be sure what really constitutes "normal" behavior for them.
Doc Silver suggested that she'd heard of it happening before when Marcus told her about it. Granted, she might've just been mouthing off, needling Marcus, or wanting to seem condescendingly knowledgeable. However it may not be completely unknown territory.
Possibly, One Guy; however, Dolly may not know much if anything about it. She hasn't dealt extensively with Black Angels... and sparking Black Angels even less. :-)
I don't think anyone has got any experience with sparked Black Angels. Except the few people working with Ceci and only for the amount of time since she's sparked.
Plus, we are talking about Tokyo Rose here ... she might not go with pure shinedo tech, but rather grab the best of the best from around the world and create a one-off suit.

Kyle sure is deeply involved in what he's doing to not notice that a big door just noisily opened to the room he's in. I hope nothing critical is affected when his concentration is finally broken.
This is slightly more concentration-intensive than jerkin' it to droid porn and nude selfies of Lynn. If that had been his bedroom door and his mom just opened it, he'd have a technical website up and both hands in view, innocent as can be. :D
Could the powered chair tech be of Aeneas' own design? Kyle didn't bring it with him. If no one is familiar with it, it may have well been constructed by New Rome's AI before it was lobotomized.
First guess: Rose decided it would be a good idea to make sure that industrial accidents, rogue processes, and potential Nova Roma infiltrators didn't kack the wunderkind while he was busy concentrating on the fiddly business of doing things and working his way up to opening a dialogue with Aeneas. It would make sense to me if she equipped him with a range of different self-deploying protection systems, and this one is just your glowy technothrone with shields model. Potentially the current setup has autonomous point defense energy weapons and self-manufacturing smart munitions too, because one thing Kyle is not is an action hero (apparently).
We saw a NT android using something close to this while piloting a doll a little while ago. Since this is one of the first things Team Dolly have found after entering the AI complex proper, it could be a station to allow androids and equipped humans hardwired access for whatever reasons. If true, then it's a semi-standard station that's old enough that Rose would have no problem making sure Kyle could access it. Especially since he was already equipped to do so.
With an AI in good health, Kyle wouldn't have been able to modify anything vital, but as this was until recently a "brain dead" section he had no opposition making changes.
Step one was to switch on the automatic repair systems and link them back to the AI, at which point Aeneas would have noticed Kyle. So we have an AI moving back toward coherent thought and reacquainting itself to parts of it's "body" while Kyle makes sure the repair bots don't start line dancing or whatever until they've fixed the brain controlling them.
As awesome as some of Aeneas' tech is, none of it will be post-insanity, so all of it should be old enough to be Rose accessible. The door was even Lynn accessible.
I doubt she is going to launch fireworks to announce her manipulations of events, catt; however, I'm with Sheela. Currently (especially with Dolly, Lynn and company) she is NOT concerned about them knowing she is trying to get things worked out.
I had wondered about this obviously the North Americans manage to get it together but you think we would have seen knowledge from before now about Europe England Russia India Japan and maybe Saudi Arabia if not something in South Africa or the African subcontinent. I mean Luna can see everything so you think there'd be more knowledge of stuff going on all the way around the world.

I think it's canon that eastern Denmark and southern sweden have survived with copenhagen as main city, and an AIS named Ariel (the mermaid).
