AS much as I appreciate Tokyo Rose's abilities I don't think she is capable of subverting one of Centcom's dolls right under Centcom's programming. I believe the Aeneas portion of Ceci's mission is more a case of great AIS minds running in the same gutter and we'll just have to hope they don't conflict with each other.
Have a feeling you are whistling in the dark as you walk past the cemetery. TR has spies and agents in every part of CentComms system, subverting Ceci during construction would be far easier than setting up her spy ring in Nova Roma.
Timotheus does have a point, Dragonrider. I do find it easier to believe that CeCi was was tweaked by TR with Cent-Comm's full knowledge and permission than being done behind her back.
Of course, the amount of blackmailing... ahem... such a dirty word... let's say forceful persuasion... that TR might have had to do to get that permission might be a different story.
And no, I don't think it was part of TR's plan for CeCi to spark either...
I believe that I can quite confidently opine that Ceci's sparking was not planned by anyone but was the direct result of Centcom's jackleg programming/engineering efforts to fit five pigs into a cart built for four and to then try and squeeze in a duck. In her own way, Ceci is as unique a prototype android as Dolly is right now.
It would make sense to me if the AIs of this world were a community instead of opposed to each other. Why wouldn't bringing Aeneas back together be a group project?
I always figured Ceci's "quirks" were the result of being a rush job (and the sparking being a result of that and the distance between her and CentComm), but I can see Ceci's personality being partly the result of being subverted by Rose. Since it WAS a rush job, it's not unbelievable she got it past CentComm.
@DLKmusic and Timotheus consider that the AIS just admitted TR set up this whole scenario to fix Aeneas. As soon as Dolly realizes that included Lynn's kidnapping to recruit Kyle and involve New Troy in a military action to recover Lynn she is going to feel much less safe than she does now.
If Tokyo Rose had the freedom and connections within Nova Roma to influence his lowness to initiate this kidnapping plot to get Kyle involved, she wouldn't have needed to bring in Lynn, Kyle, New Troy, Dolly, or anyone else. She could have just gone in and fixed Aeneas whenever she wanted. The repair job has been a long time in the planning, but this has been a seize the opportunity situation for its implementation.
@Dragonrider - I'd say it's just barely possible that story TR might've infiltrated New Troy well enough to get some foreign code into Ceci somewhere along the line, maybe even replacing a chip or two. We know she has some contact with Calliope and story CentComm isn't the wiser, so it's not impossible for some small infiltration. Considering the degree of scanning CentComm did to verify how Ceci would look under sensors, slipping in something that could be picked up on sensors seems very unlikely. So TR's influence might've tweaked initial programming rather than CentComm being rushed (and her personality does kinda' fit a joke on Dolly that TR would enjoy) and possible that TR's pulling Ceci's strings. I wouldn't place it as my first bet, but it wouldn't be surprising.
I think you're going a bit far afield with Shinedo being behind Lynn's kidnapping though. What's admitted is many years of gathering data, then she just mentions "events are unfolding that will allow us to do what we have been working towards." Dealing with someone who has a tentative grip on sanity and a serious paranoid bent to it, like Decimus, opportunism is much easier than manipulation, unless you're going hardcore enough on the manipulation that they could've just made him disarm the failsafes and take a swan dive from the top of the Black Palace and then send an overt envoy to Acantha to help fix Aeneas. Also I don't think TR would've deliberately put Lynn in the potential danger she's in without a large enough degree of control of New Rome that would've made Lynn unnecessary for the plan, especially if you calculate in the potential risks due to backlash from CentComm & Calliope, not to mention what'd happen if Decimus realized that he already has the key he needs (as CentComm told Dolly).

I asked David at Archon a couple years ago if he had an older brother that liked, might like such things as Data Chasers, Rose. He pretty much confirmed Fairport's identity (along with giving me a run down on how birthdays were grouped). I can't confirm David reads Data Chasers though (it would be cool if he did though and I think he might enjoy it).

Good friend of mine (who is also our Exalted GM) is a huge fan of the Harrington stories. I haven't found the time yet myself to read them though. My backlog in reading material still being way too big.
As for bad plans: I'd also be wary of any including the phrase "Trust me!" and/or "I know what I'm doing!" in the explanation.
And of course "Any plan vere hyu lose hyu hat iz a bad plan!"
