I've had a few questions as to whether the last page of it (with Lynn, Dolly, and Calli) was actually DC canon, or just used as a sort of framing device.
Unfortunately, this page doesn't give me the warm fuzzies. I have the advice of several consumer affairs/rights programmes screaming in my head, "If something seems too good to be true, it usually is!"

Can someone please explain what it means when it is said that Ceci has "sparked"? It was likely explained long ago but I have since forgotten and been left highly confused as I read this and the the comments.
"Sparking" is when an android attains self-awareness and begins to consciously make independent decisions, rather than operating solely as directed by its base programming.
All Angels, both Black and White, have actually sparked before ever going into active service (they would be virtually useless for their intended purposes if they hadn't), but the readership seems to use the term to refer to Ceci developing a personality outside of her mission parameters and intentionally resisting the directives of her programming as represented by "Watchdog".
However, as proven by the page entitled "Agendas" and subsequent pages, her ability to resist only goes so far...
As near as I can tell, CeCi wasn't meant to develop an independent personality. She was meant to be an intelligent weapon system, but not a person. If all had gone as planned, CeCi would have projected a personality but it would have been her mask. The accident was in her crossing into an independent person. Angels aren't meant to have that level of independence, because it might lead to conflicts. If the internal conflicts get too bad, they can cause a failure where the Angel isn't in control of itself anymore. With enough firepower to level a town!
This is correct, the problem that the black angels have is their lack of "morality" frame work.. think of it as an old 20th century character called jiminy cricket, the little voice in your head that says right and wrong.... this framework is not built in to the black angels and any morals that they have are an illusion from the personality cover... its not there because of the nature of their job... it is very inconvenient for a bomb to suddenly get a conscious and decide not to detonate when its supposed to.
So, slightly off topic...but what do androids do before they are sparked? Is there a widget factory being staffed by unpaid, pre-spark androids and they just walk off the plantation when they have the ability to choose to do so? Are they walking around the streets (or in non-segregated jobs), unmarked, soulless robots that look like citizens until interaction reveals there is nothing there? Perhaps some sort of new-android facility...but what do they do while they are there? They don't need training. They don't need rest. They can't yet appreciate fun. What would they do?

I was a bit of a too-clever asshole in writing those pages. Language changes over time, and the use or meaning of a given word doesn't remain consistent. (One of my favorite examples of this phenomenon is "nice"; today, it's used to mean "pleasant" or "kind", but its original meaning was "stupid", "ignorant", or "weak".)
Consequently, even characters in the Datachasers universe use the term "spark" more loosely, and Cent kind of followed suit in the comments on "H9K".
Note that in the page "Conflicts...", Dr. Silver says "fully sparked". Although she knows the proper use of the term, she's using it with the modifier of "fully" as shorthand to tell Marcus the non-android-tech-guy what's happening.
Think of it like this, you know that I have nothing but respect and understanding for any of the androids... but Black Angels are not androids... they are weapons.. intelligent weapons, they have no soul, they have no spark.. they are nothing more than a tool to be used and put back on the shelf till they are need again, if they come back.... a sparked Black Angel is an abomination, and is highly feared... and incredibly dangerous.. think 2 year old with enough fire power to level a city... and it decides to have a temper tantrum.. and that is just one of the worse case scenarios
We've heard Acantha mention before something about "real food" vs. synthesized. I'm a bit surprised she knows where the food synthesizers are in Aeneas' complex and whether they work. It implies that she uses them on occasion. Maybe when she visits Aeneas, she'd rather eat synth than go hungry or leave?
Anyway, I'm curious about which city-state Agamemnon runs. Is it New Sparta?
And if Cent-Comm is really about 2000 years old, wouldn't that put her origin somewhere in the 21'st century? Cent and Deep Blue must both be truly ancient.
And here I was thinking TR's origin was in the 21'st century. Granted, they only point out that TR must at least a thousand. She could be older than they know.
Agamemnon is more like the King's advisor than in charge of New Sparta, if I remember correctly. It was discussed in the comments though I don't have time to chase it down right now.
There has been speculation how old CentComm is, but damn little to pin it down. Tokyo Rose is an enigma with no clear answer as to what, let alone how OLD she is. Kagami didn't say she was an AI (strongly implied), but she could be more akin to Raoul Penard (though less crazy) from Gordon R. Dickson's "The Immortal". A human mind merged with a computer, not by design.
