They essentially fulfill the same role for their masters and I could totally see Malati feeding Chipmunks. XD
Hah! The attack drones IFF won't let it fire on Cassian's; not that it would do any good. The good Captain will probably shoot his own squad members if they do try to give up. Besides, I don't think 'surrender' is recognized by Noctis' programming. Not shooting at her might work though.
They might get shot by the captain, they might get sliced by Noctis, they might get shot by the rebels or the regular army.
But given the choice between "dying anyway" and "just maybe might survive this"...
Yeah, I'd probably drop my weapons, shout "I surrender!" and quickly walk down the corridor with my hands behind my head, if I were in their position. At least if I'd have gotten enough time to think about it.
Also it constantly gets ordered to shoot at Noctis, thus overriding any previous orders or the will to shoot at the others. And since it cannot shoot Noctis, it's basically caught in a rather unproductive loop right now.
Surrender is greatly undervalued as a response to unprofitable adversity. It's a commendable show of rational intelligence to value their lives ahead of the questionable goals of Caligula 2: Fuckup Moar in employing them. Of course, it's worth asking whether or not these folks have outstanding cases for capital punishment as a result of their deeds, and what sort of capital punishment awaits the guilty currently protected by Decimus' favour. I could well see a sizable fraction of the blueshell number having better odds at besting Noctis in a fight than making it through a fair and just trial with an existence worth keeping.
On the other hand, there is the notable difference between "little" and "none" when assessing chances. Dropping weapons and laying on the floor with your arms spread wide does make you much less of a target and more likely to be overlooked initially.
Summary execution as a punishment would be a mistake. The political reality in Nova Roma got to where it is with open civil war because of a prince who treated due process of the law as an obstacle to his aims.
Remember one of the reasons Maxus is doing this is to end Decimus's flagrant disregard for the rights of his people. Also Max warned him what would happen if the people are pissed off enough .. Doubtful he remembers more than the beating at Maxus's hands though.

For true amusement, Noctis could commandeer the drone, identify the blueberries as rebels (after all, they fired on a Cassian) and really let the captain see what "friend or foe" software can do.
On the other hand, it is possible that the blueberries return fire might hit the droid -- which would be an unneeded expense when the time comes to fill out her after-action report. So it's probably better that she just handle them all personally.
I don't know, it seems to be working out very well for Nova Roma in general and Noctis in particular. Not every person who can point a weapon should be allowed to do so whenever, wherever and however they want.
Considering things like changing circumstances and betrayals and such, the primary thing a 'smart gun' needs to be smart about is 'are you authorized to use me?' And even that's iffy

If the breakdown of hierarchy and allegiance in a situation is so problematic that command is unable to update and enforce IFF and authorization lists effectively... you should be running for the hills instead of making a target of yourself by trying to shoot somebody. If your organization no longer functions as an organization your responsibilities are 'regroup' and 'survive.' You shouldn't try to do more than that without fresh orders because soldiers in the trenches cannot possibly gather together enough information to form an accurate strategic view of what their goals and targets should be. Without that understanding, such disorganized forces may be wasting effort and supplies fighting each other, forces that they can't win against, forces it would be counterproductive to fight, or even just spreading out their effort too thinly on too many valid targets at once. The fog of war kills.
Drones are technically robots with decision making ability they often have hard coded IFF systems the Cassians are illegal targets for a number of reasons.
Noctis can pretty much ignore the drone who is probably the only one that could actually hit her.
I think Noctis is just mentally torturing Canoi - leaving him for last. He can see that she is invincible, deadly and is approaching fast. Unless he is abysmally stupid (a real probability), he is seeing his forthcoming doom and lowering his center of gravity into his pants.
Actually Canoi is bravely leading from the rear. As far in the rear as he can, and still yell orders to his animals. Which means Noctis had to work her way to Canoi.
As a bonus that means he gets to have the extra time to see her coming. Enjoy your last moments polluting the world, a$$hole.
She could give each of them a detonation cord necklace, tied to a rebel's life signs. If they don't keep the rebel they're paired to alive, their head would pop off like a lego minifig's.
