The sentence is grammatically correct. Technically the omitted/implied word is 'thing' but because this is dialogue, as long as the implication is there, it is correct.
It could be "this spike" (the obvious choice), which can perhaps be redirected to do good instead of murder.
Or it could be "this body" (of mine--Ceci speaking), as in, she could still dedicate her Black Angel killer self to going after the contingencies with all guns blazing. Possibly self-sacrificially, but please no.
I had assumed the spike as well, and didn't give it another thought really until reading the comments. If she meant herself, the most obvious choice would be to use the word "I", as she has been doing on the rest of the page.
Perhaps somewhat forgotten as it's been several weeks in our time, though probably mere minutes in comic time, this is all taking place in a virtual environemnt. Ceci is, as far as I know, still physically present in Aeneas' control room, and isn't likely going anywhere before this spike is dealt with.

Uh oh, someone called it on Friday. The charcoal formerly known as Prince's 1337 script is about to get overwritten by Centcomm's... uh 1337er script. The Palace's systems are about to house an angry AI or extremely nonfunctional data FROM an angry AI. Probably like trying to run HAL9000 on an Arduino. All thanks to Ceci's quick (and totally not a result of Rose's sparkly eye mind powers) thinking.
About the only downside I can see to this is a part of Centcomm is pretty much about to be public. Hopefully she was less careless with it's creation than everything else she sent out recently.
Though Rose doesn't need the cigar. In fact it wouldn't SURVIVE Rose's language! She would start an expletive laced tirade and foosh that cigar would be ASH! :-D
Now I wonder if Rose is being an opportunist or if she was going to use something else on the protocol and this is simply a welcome opportunity to finish this much faster then before.

It is apparent that the soldiers are just becoming conscious of the fact that there are _many_ more people in the crowd than they have bullets, should things get unruly.
Soldier 1: "What is all this?"
Soldier 2: "I don't know. The agent got a telegram, and it just said 'He is coming.'"
Soldier 1, exasperated: "Who the hell is 'He'?"
Soldier 2 just shrugs.
I know Cent's got reasons for presenting the visuals as shown; if I remember right, the "halo" effect denotes that a physical entity is "logged in" (note that Ceci and Tokyo Rose have "halos", but Aeneas and the Treasures don't). I think the electrical effect on Tokyo Rose's chest indicates that she's "supercharged", using her cyberpsi powers thanks to Aeneas granting her full access. Cent, can you step in and give a quick rundown on the design aesthetic here?
Yes the Halos indicate a " User " Someone " real " and not a digital construct. Tokyo rose has one , Kyle would have one and So does Ceci.
THe AI's " live " in a digital world and so are 'normal' thus no halo.
THe crackling ball of energy at Roses core is all the data and processing power that is centered on her at the moment. THe same reason why Ceci had glowing hands.
The Angel / Pseudo Angel motif is actually due to Centcomms influence. Cent has a few quirks about that. Also Rose is currently a " Super user " having massive access and power in the system back at her body the vitals are spiking like crazy and shes pushing herself farther than she ever has in her long life.
The Angel motif is the best thing Centcomm did in this whole cluster. How about keeping the outfit for regular use, supposing Ceci is able to survive the upcoming cyber~holocaust. BTW we know Rose is in using her body who is in with Ceci, Sparked Ceci or Centcomm?
Imagine how the technicians charged with the maintenance of Tokyo Rose's body are gonna feel when they see what's going on with her vitals. Shit will be lost.
Is it possible that Tokyo Rose and CentComm are playing the Xanatos Gambit (http://tvtropes.org/pmwiki/pmwiki.php/Main/XanatosGambit). Perhaps CeCi can redirect the data spike at the contingency programs that Decimus created.
Fairly sure that Centcomm (the AI) doesn't know about the contingencies. And equally sure that as an old and devious entity, she find a way to benefit from just about any situation.
A quick list of possibilities:
If the city is turned into a disaster zone then it is no longer a threat and can be used as cautionary tale or deterrent to keep others from messing with New Troy.
If the missiles do launch and even a few reach New Troy, probably will be destroyed by her own defense systems; then I'd wager that her city's rulers will panic and turn to her to save them. Which will probably result in them giving her special executive powers and free rein to do whatever she feels is necessary. for however long is necessary.
Even if things went to the deepest of hells and Lynn and her extraction team died, then there would be one less Taylor who could compromise her with that hidden key of Helios'. and since Calliope is unlikely to have another child the Taylor line will probably end when she dies. (assuming there aren't any relations who could become the new heirs and hold that same key that Lynn and her mother do.)
These are just the ones I thought of first, I';m sure that more can be found, given time and effort at looking for them.

TR - I just re-read Friday's comic and read that you underwent a couple of medical procedures yourself. My best thoughts are with you (and Terri of course) for a speedy and permanent recovery.

First, who's to say @Mr. Black _isn't_ a young stud? ^_^ I've certainly never had the pleasure of meeting him in person.
Second, who am I to jump to conclusions about the degree of conventionality they may enjoy in their marital arrangements. Honesty and consensuality are what I consider most important. They, very sensibly, have not invited me to be privy to any details of their arrangements. Absent that, I get to make stuff up. ^_^
Last, @Tokyo Rose presents as a smart girl. I'm sure that, by now, she has the measure of just how much my advice is worth -- as humbling for me as that notion is. ^_^. If I'm very lucky, @Mr. Black got a laugh from it. For more than that, I do not ask. ^_^
Did Ceci just propose, and Rose endorse, a plan that would put a copy of CentComm in charge of all of Nova Roma's weapons systems?
Maybe marginally better than Ahab and company, in the way that a scorpion that *MIGHT* not sting you is better than a spring-loaded syringe full of poison, but ... Seriously?
IIRC, the really nasty stuff is all under lock and key by Aeneas. The weapons systems built after the attack on Aeneas is much inferior in quality, but is still enough to do some serious damage.
The problem of trying to put this copy of cent in control of all of it at this point though is kinda like trying to load Windows 10 on an old 386. it might be able to accomplish putting a halt to the contingencies, but won't have the processing power needed for a true core AI, and will eventually falter and fail.
