True, inhibitors are very illegal in New Troy, but it'd be hard for New Troy to do anything about the one in Noctis's head. For one thing, under New Troy law, she cannot be compelled to submit to invasive surgery. For another, New Rome has jurisdiction over her, not New Troy. For a third, she'd be there as a bodyguard to a head of state. It's a very sticky situation, all things considered.
Actually on the page Ghost (29 August 2012), Kelly is wearing a 'medical restraint' which looks very much like an inhibitor. So apparently there are already differing levels of legal here.
Plus as a guard to a 'visiting' head of state, she probably has some level of diplomatic immunity. Even without a specific treaty between the city states. Once Dolly and especially Lynn get involved any problems will vanish.
There are, indeed, different levels of legality. In the real world, it's not legal for somebody to restrain or imprison someone else, but the police are empowered to do so. In New Troy, inhibitors are not legal for a common citizen to use on an android, but officers of the law and of the court can employ them as needed to ensure public safety.
Either way I don't think that's a problem. Noctis is level headed, and even if the inhibitor is removed/disabled, her priority is Acantha's well-being. She is not about to jeopardize that by doing a wood-chipper impression in New Troy.
As Miraiko no longer has to kill Prince Douchieness Rose has no need of her to continue search for Lynn, Acantha it seems logical Mirako has been sent to get Julia to Acantha's location sooner rather than later.
I think she had a list of targets of opportunity to remove in the chaos, not a primary target of Prince Burnt Toast. If I had to guess, she is thinning out Dec's supporters to weaken his political position.
Granted, while his physical position may currently be "dirt on industrial flooring" ridding the city of his now-former supporters would probably still be a good idea. I doubt she'll be getting pulled from that. Also, as her cover is already more burnt than the Prince, Rose probably wants her leaving the area quietly and bringing her in front of all of these VIPs wouldn't help that.
Hell, Rose is probably only talking to them all now because of Dolly & party knowing she was doing anything at all. Showing another agent beyond Kyle, especially one currently covered in bits of Dukes, Earls, and Counts would probably start kick off a witch hunt.
Miriako made it clear , Her target was the safety of Acantha, the safety and release of Lynn Taylor, the assassination of Douchebag if necessary to complete one and two. She added on her own the safety and escape of her Lover Julia Willis. She was a one person S&R team with assassination as a secondary objective only because hopefully the rescue could be done without activating Douchie's protocols and ending the world.
No one knows she was set to assassinate anyone and will assume she was hiding with Julia so the encounter will only be "by fortuitous chance" Max and Noctis may think otherwise but aren't going to kick good fortune in the teeth.

A rendezvous and transshipment would seem to be the time-optimized solution, though not necessarily the safest option. Get Acantha moving toward New Troy ASAP, while the Arrow is prepped and launched, find the safest possible spot for both ships to land and move Acantha to the Arrow, then go the rest of the way in the fastest available ship. However, I gather safe landing spots are few and far between.
Of course, if New Rome had an Arrow-equivalent, they might be able to get that loaded and going in a reasonable amount of time.
Well, there is Kyle's "racer"... Though that would barely fit Acantha, Noctis and Ada I guess; so Lynn, Dolly etc. (or even Kyle himself) probably wouldn't be in on the party.

That little puddlejumper has an extremely limited maximum altitude and speed (I think Cent can quote exact numbers), as well as nothing in the way of armor or weaponry. It's not appropriate for the purpose.
One hopes Cont Comm (in story) understands the concept "If-you-don't-do-what-I-want-RIGHT-NOW-I-will-take-such-actions-as-will-cause-you-damned-amazement".
While true mjkj, Acantha needs to have that hole in her heart fixed MORE! The cosmetic of washing the blood from her hair can WAIT until the larger problem is fixed.
Even at Mach 3.3, f you're doing the surgery in New Troy, you've got time to make Acantha look presentable along the way. I'm sure she'd appreciate being prettied up so as to make a good impression on the operating room staff when she reaches the medical facility. ^_^ (She is still a teenage girl, right? ^_^)
And, while they're at it, they should probably be requesting two Arrows. I'm a bit surprised Maxus or Noctis hasn't pointed it out, but (per the tech page) an Arrow has a 2+2 personnel capacity. Since anything coming from New Troy will (of necessity) be piloted, that leads to some interesting logistics dilemmas.
Even if the original crew turns it over to Ada and TeeDee, that leaves only room for Acantha and Noctis in the back. (See my earlier post about how guarding a head of state in a foreign capital is more than a one-person job.) So, in theory, you'd want at least one other Arrow to transport two other members of the guard detail in escort, leaving Dolly, Lynn, the old crew, and the rest of Marcus' team to make their way back to New Troy at a slower, more sedate pace. More would be better, but the operation is already over budget, and CentComm isn't made of credits, you know. ^_^
I saw Data Chasers at #1 when TWC reset the month early. Managed to stay there for most of the night and pestered Marcus about it since at the end of the month, DC had been #1 and he was in for a date with Doctor Silver. :-D

Centcomm should have the very best Mobile Army Surgical Hospitals, since meatbag warriors have the annoying tendency to spring leaks.
Hopefully Centcomm considers repairing human soldiers an efficient use of resources, instead of considering them disposable... Um... well... it was a good idea, while it lasted.
Another possibly, if Aeneas gets fixed soon, he could 3D print a lot of the equipment they wold need. There could be a whole hospital near the center of Aeneas' complex. Before he killed every living thing in a 5 mile radius, the center of his complex would have been the last holdout, when things went to hell. A place to do trauma surgery would be an absolute necessity. The equipment might be a few decades old, but it would've been built to last. Also, some equipment that they're using to repair Aeneas could be repurposed for use on humans, if there was, you know, someone connected to like every database in the world, and who has top quality minds all over the place, who could Macguyver solutions for all kinds of problems.
No matter where they're gonna go, they first need to tell every medic in Nova Roma to check their dying patients for possible organ compatibility with Acantha, and to keep those patients on life support, if they die.
Ada or Tokyo Rose could tell Noctis what meds and other fluids and junk they'll need, and she could send teams of Cassians to raid the burning medical centers to get the supplies.
Noctis has a functioning Nova Roma inhibitor stuck in her head.
