My impression is rather that he might be somewhat of a psychopath/sociopath/whatever you choose to call it: i.e. someone who doesn't experience pain and pleasure like normal people, and thus is neither motivated by them, nor able to feel empathy for these feelings in others... The problem with such people is that they will essentially stop at nothing to achieve whatever goals they set for themselves.
Setorious seems to have settled on advancing medicine and bio-technology as his primary goal; which can make him appear as a force for good in certain ways... But we should not forget that he is responsible -- either directly, or at least indirectly -- for experiments being performed on Dusty's and Katya's "sisters", which resulted in their demise. I can't help thinking of Josef Mengele here...
I think you are spot on here. I would go a bit further. I think he is actually amused doing this. He is wasted bothering with politics at all, usually. He knows this, yet he was dining at the Prince's table. My money is that playing at politics is his diversion. And if he gets to watch idiots squirm under his gaze from time to time (think sun, magnifying glass, ants), that's a lot of fun!
Oh yes, I'm fairly certain he is having fun with this. So far, it seems as if he really only does it to self-important, and/or officious people, possibly those he feels are kind of useless. He's acting respectfully toward Maxus, for instance.
Just to be super-clear, I am NOT suggesting that Setorious devalues politics. He is fully aware what horror befall a failed state. I'm saying that toying with errant politicians is a sport for him.

Curious - I know that some strips have put together print compilations of their past chapters - is that something you'd consider/have considered doing?
From what I have seen most who do print compilations, test demand and raise the funds by crowd sourcing. You could start a kick starter or which ever crowd sourcing you chose to use and if you reach your goals it's funded and you know the demand is there. If it doesn't you can see how close you are etc and go from there. Just a thought.

C) far older than her appearance would indicate, or
D) Acantha's age or younger.
The majority of the talking's been done by three senators (and, of course, Setorius), and I've tried to keep up on the use of names to clarify who's saying what. I probably should have encouraged Cent to keep the three "main" senators' images static, and just cycle the other screens, but we were having so many other problems just getting renders done--notice that we're still releasing only one page per week instead of three--that I didn't want to put the brakes on the art train.
I'll just stick to my reading dialog and accepting that the character on the screen is who the writer says they are even if they were someone else yesterday. ;-)
