Maybe it’s 3C’s humour to let Illyana think that it was a romantic meeting when Cella’s been appointed to look after Cyanna? I’m betting that’s it either Skyla or Cyanna.
My guess, for what it's worth, is that Cella is crafted from the same Anti-fun particles as Noctis, and her trip to the wastes was strictly business, and classified.

I think about half of our wildest conspiracy theories got started when somebody annoyed at a gossip told them something outrageous, just out of sarcasm.
Like the krezy dutch lady who started the Qanon business. Does she actually believe it? Or did she just look at the forum's already-rampant conspiracy theories and say, "just to show them how crazy they're getting I'll dial it up to ELEVEN!"
I haven't followed any of the Qanon stuff other than a very few bits when it first started, but 2 points:
1) usually (but not always), when something is THAT important to insult and make fun of that it doesn't matter what it is, it just has to be horrible, it contains more truth than the "powers that be" are comfortable with people knowing
2) the very few bits that I did hear about back when it started had several plausible pieces (though not *together* as plausible).
Therefore, I conclude that there is likely far more truth to the original allegations than ever seemed likely, people have intentionally tried to exaggerate it ridiculously, and still not succeeded enough for some portion of the "powers that be" to be comfortable with it, so much effort into mocking it at every instance is demanded.
Again, I haven't followed it, AT ALL, so I don't even know what all is in it anymore, and the above is one of those "this is the way to bet, but there are certainly exceptions" kind of things. Just funny, that's all. I might actually go look it up now, just out of curiosity.
I had heard of it, but I didn't really pay a lot of attention to it either, so I did look it up. It really skews political in some ways, so I'm not really going to say much. There's a Wikipedia page about it, and I'm not going to link to it for the same reason.
I guiltily admit, spreading conspiracy theories is fun. My favorite is that those bar codes on the back of stop signs are a secret code that gives govt agents the directions to your house. It's my main use for Facebook. :)
Given that there is NOTHING to stop someone from putting up a code that directs to a scammer's website, I'll promote and & all conspiracy theories against them...
I am both hopeful and scared. I truly hope it is good. As someone that played 2020 back in the early days when it was out, I can only wait and see chummer.
