so here is the update. Desert Data Recovery did the diagnostics, and found that the MCU had fried, wich is consistant with what I speculate happened. they are replacing the board and going to port the data to a new drive, as when it spins up it makes very unhappy noises. Total cost of recovery will be 325, not counting tax.195 for the board, and130 for the 5TB drive to put the data on. Goddess willing they should have every thing copied over today and will ship the drive back to me for install back in to Cents computer.

still not out of the woods yet but there is a light at the end of the tunnel.


FINAL UPDATE: The drive has been recovered, I just received the file list of the contents of the drive and all looks to be in order, a total of 4tb of data, on a new 5TB drive. They will be shiping the drive out to me and Ill receivec it friday evening, Ill then install it in Cents computer on Monday .... if all goes well it will just be a pop it in and go. My hat goes off to DDR, as they were able to do this far cheaper than I ever could... and would highly recomend them to any one who has recovery needs. They do take out of state requests if you ship them the drive. Shameless plug, absoultly, do they deserver it.. They saved the comic, so I recomend showing them some love

Ugh . . bureaucrats. Self-important, and almost always often useless. Rather than getting anything done, they're there to tell you what you CAN'T do. Love the cartoon inset. My feeling exactly! :D Good job Cici! (Yes, do check out her comic).

Yes, rules have reasons; so do treaties. Rules help our officers solve crimes. Treaties keep our city from being vaporized from orbit. Sometimes rules have to take a backseat.

I'd correct that slightly to say "Treaties are PROMISES, negotiated and agreed to by separate entities, often with consequences or penalties for failure." For treaties, consequences can be drastic enough that rules get suspended...

I think we're down into the semantic fine grains at this point, @Rocket. What you said is -- in my opinion -- just as true for rules as it is for treaties. Rules get broken all the time. Depending on the authority (or authorities) making the rules, sometimes they are called 'laws', other times they are called 'policies', and enforcement of the consequences can be by 'Police' or 'Human Resources' or any of many other agencies. And, as we have seen, if the stakes are high enough, someone will always feel justified in breaking them.

I think the hair I was attempting to split here was, treaties are like contracts. Both sides agree to something, with possible consequences for not abiding. Rules, on the other hand, are often 'applied from above' with no sense of "I was a part of making this agreement and agree to this", rules also of course having possible consequences.

Anyway, I'm guessing you'd reply to the above "rules applied from above are implicitly agreed-to in order to be a part of society one lives in." And I'd agree.

We're mostly in agreement here. :)

As a side note, I suspect that neither Brittany Coburn nor Andrea Valoria is feeling a lot of “I was a part of making this agreement and agree to this” regarding the Epiphye-New Troy treaties, while they are probably feeling more than a sufficiency of ‘applied from above’ at the moment. However, that is just speculation. ^_^

In my opinion, Bureaucrats get a bad rap. If bureaucracy was not such a successful method of concentrating manpower and resources, it would not be so pervasive and commonplace. People are happy to take everything they like about a way of operating and lump it under ‘common sense’ and ‘good business practice’, then take just the bad things and label that ‘bureacracy’. The truth is that any strategy has strengths and weaknesses. Concentrate power in fewer hands, you expose yourself to a greater risk that power will be abused, but you also magnify the ability of competent and focused people to accomplish things. Take individual judgement out of the equation for responding to each individual situation and you risk absurdities in the unusual ‘corner cases’, but you also gain speed in response times, plus protection from errors in individual human judgement or uncontrolled bias.

Not to say there aren’t bad bureaucrats, but there are bad doctors, bad plumbers, bad police detectives, etc. are they bad because they are bureaucrats, or just bad because they are bad people?

It's a two-edged sword, though. Bureaucrats are assigned, rather than being elected, and often act in their own best interests, creating or maintaining their own job security. Sometimes they are acting in a common sense way, and can be beneficial, but not always. Elected officials are supposed to be a representative 'sample' of their constituency. That's not to say they they always act in ways beneficial their constituency, but it's somewhat easier to hold them accountable.

Bureaucrats are hired, @Megados. They are accountable to the person who hired them and can fire them. (Always allowing for things like Collective Bargaining employment contracts.) This technically makes them more accountable than elected officials, since they can be censured or fired at any time by their boss, while an elected official is only subject to special recall or losing when they run for re-election.

They just aren't accountable to random strangers off the street, In the same way that retail clerks are accountable to their boss, but not (directly) to the customers.

Either hired or appointed, yes. Often the appointment outlasts the appointer, and there are holdover bureaucrats who struggle to stay in their position(s) and accountability becomes a challenge. In the case of elected officials, appointments made by them prior to their being voted out become artifacts removable by the newly elected officials, but all too often they slip through the cracks during the transition, and accountability becomes minimal. When everything happens as it should, your argument is perfectly valid, but things do not always go as they should.

There are good bureaucrats and bad bureaucrats. My ex is a bureaucrat, but she'd have gone about this very differently.

"Ok, if the treaty says we need to do that, of course we'll comply. But we also have some regulations that require paperwork to make sure we do everything the right way.

"I've sent notices to Central, NTPD HQ, the Cyber-Crimes Division, the Sanitation Department, and the Diplomatic Corps summarizing the situation, but that's only going to give us a little time.

"So let's get started. AQ00574-K318's needed for everyone. Most of the information will be the same, so it's probably best if we get the meat of it filled out first, then copy it for each organization and then fill in the appropriate org information."

Typing noises.

"Do you think this is about right for the official summary of the situation?"

To be clear, she wouldn't do this for *all* situations. For most situations, she'd simply assign one of her people to the job and not worry about it anymore. But this is one of those delicate and important situations, so she'd take on the work herself to optimize the process flow and make sure all of the required bits get done as quickly and correctly as possible.

She does direct her people to be the helpful sort of bureaucrats as well, but there's limits to what a manager can do so sometimes they're not the best.

Very true. It's like everything else, though, I guess; the bad ones stand out more, making everyone else look bad, while the good ones are quietly doing their jobs quietly and correctly.

As noted: Bureaucracy is a very effective way of focusing power and resources behind a single person. Like a gun or a chainsaw or a media channel, it gives them an ability to influence real world conditions and events to a much greater degree than a similar person would otherwise enjoy. Now think about all the people in your life. How many of them do you consciously notice when they are acting properly and doing things correctly? Now how many of them do you notice when they act improperly or incorrectly? ^_^ Add in the man-multiplying effects of bureaucracy and it is easy to explain why people ‘see’ a lot more bad bureaucrats than good bureaucrats.

From the general to the specific might be the better way to explain this. I would have to assume that the lions share of bureaucrats do their jobs correctly, or the practice would likely have fallen by the wayside at some point. For that reason, let's make the plausible assumption that most do their jobs correctly and efficiently. A minority of them, then, for whatever reason, leave some people dissatisfied with the experience. Reasons could include incompetence, impertinence, failure to adapt to varying situations, working with their own ajenda in mind, self-importance, or simple inexperience. There could be many reasons. The good ones, for the most part, recognize a situation, and quickly adapt to it, and are instrumental in getting a process underway, and guiding it to completion in a timely and professional manner. (A lot of people fail to appreciate that.) The ones considered to be 'bad' fail, at one or more points in the process, to provide a smooth, efficient experience. One such failure, would be to pose obstacles, for whatever reason, that impede the process, without any consideration for the individual situation. The ability to adapt and streamline a process efficiently, is what defines a 'good' bureaucrat.

In this instance, Britta Coburn is being a somewhat 'bad' bureaucrat, because she is being self-important about her process, throwing up roadblock after roadblock, without offering any assistance, advice, or information. She is failing to recognize, that in a murder investigation, more often than not, time is of the essence. Whether she is inexperienced, self-important, or has some other ajenda, she isn't working to smooth the process. She could be cooperating, and bringing more assistance to the process, rather than complaining about forms and paperwork. All in all, this is what comes to mind for a lot of people when the word 'bureaucrat' comes up.

Two points:

1. Sometimes good bureaucrats can be very visible, though generally this is because a number of not so good bureaucrats more or less paved the way for the good one to shine. My ex has shone in this way enough times such that there are a fair number of cancer survivors who know her name and will be thankful to her for the rest of their lives. (Not all of the ones she helped will, most of them never noticed, as you suggested, and some of them still died because cancer is horrible and complicated. But she's rolled those dice enough times I'm certain there's more of them than a normal person could count on one hand.)

2. Sometimes the difference between a good bureaucrat and a bad one is the day, or the time of day, or the sequence of which issue arrived on their desk when. After all, they're all human.

@Gilrandir, yes I would say that's accurate. I was also inclined to amend my earlier comment. It's not just bureaucrats that bear this burden. Police come to mind as well. Most of them do a good job, and deserve respect for what they do, but have the additional burden of the negative opinions brought about by the actions of a few.

I imagine the Epiphyte's have dealt with humans long enough to have more than one android for certain jobs. Galatea was the "Speaker-of-Words." Presumably since the treaty process was accomplished, they also have "Pusher-of-Papers," and would have had the foresight to bring them along for this trip. This person will arrive with all of the necessary forms completed. That way Miss Coburn can have a nice sit-down with piping hot cup of STFU. Leaving the Detective to get-on-with-it!

Any bets on how long before Tokyo Rose rumbles to the recent news, media lock or not? For her, a Media Lock, has to be a balloon launch event.

Given the color and shape of her word balloons, Detective Andrea Valorian would appear to be human, which would seem to make any familial relationship with TDE-K132-3F unlikely. I suppose they could have been fostered or adopted by the same family, but that would seem unlikely.

I would like to note that the DC RPG has restarted. I have been told that not all points will correlate directly. I can say that the conversation with the Epiphyte was.. interesting. That that was nearly three pages of text in and of itself.

Interesting, if a bit cryptic, but I think I get the gist. From what I remember, Epiphytes communicate telepathically, and it doesn't translate to words, but rather, images, (at least where nouns were concerned) which convey meaning.

Without context, I can only point out that stubbornness can be a two-edged sword, and sometimes even a bat'leth.

I do remember seeing something about how the Bat'leth could actually be used in a fight. I don't remember it very well but I think the outcome was that it was not optimized very well for fighting? Now I want to go try to find that video again.
