There are other bits and bobbles that androids don't *need*... which I'm too polite to mention in this family comic. It's all about overcoming that Uncanny Valley toward looking realistic.
She is going to new Rome and they apparently don't have more than 1 android, an android would stick out, so Cici has to be able to pass as human even if some Roma guard decides to strip search her. In that outfit it wouldn't be for a legit threat (that they know of) but that wouldn't stop them...

I can't help but wonder if she has a nuke on board :P
