And that that threshold could well be getting lower at this time of intercity tensions!

In fact, we have something very like it in the US, right now - the government pays for your medical school, and in return, your first five years in practice they send you to rural areas that don't have/can't afford doctors.
NO anything like that would involve "Adjudicators" bascily laywers and considering her "income" is around 6 credits a hour ( while his is around 40 credits per hour ) and there is no "free laywers" most humans would rather the Andriods have no rights the same as bots and other machines. the fight for "equal rights" has been going on for years , its only during Dollys lifetime that they even considered giving them equal rights
and before its said - There is a goverment in New Troy besides Centcomm - thats comprised of a council of 6 men and women ( all human currently ) and a army of buracrats laywers and other functionarys , these people will come into play later..
Would kind of be unfair, as androids are normally stronger and faster than a human. Of course, unless they were in combat that might just mean they missed more quickly in a gun fight. :-D

I think the AIs have a lot longer time-frame than the Protoplasmists ever will, so They are just taking their time to decide how they feel about things.
Not only that Cat, but they are probably trying to ensure that they minimize the backlash. If they push too quickly, too forcefully they might get even more of human society against them. Right now, sounds like only a small percentage (in New Troy) is ardently against androids; however, that would likely change if they pushed things.
I'd hope that the indentured servitude agency charges a base rate for their service, which the employer can't arbitrarily dock like he's doing with her pay. Otherwise, what he's doing could be used as a way to keep a servant forever...
