Oh yes the friendship is being forged, and yes Acantha harrasses "playfully" all her friends .. note the diffrence she talks to Lynn even when teaseing and how she talks to her brother.. :D
I see only two possibilities for why she would wear it:
1. She is from Luna - needing the brace for the higher gravity
2. She has a sickness that affects her muscles (e.g. like Mecha Maid from Spinnerette) or her bones
I am guessing Number 2 though a neurological issue that effects limbs mobility but not finger control

New Troy's not really a sealed germ-free environment, and definitely not a futuristic bastion of the profoundly stupid anti-vaccination movement. NT citizens are on excellent inoculation programs for a wide range of communicable diseases, but that's not quite the same as being regularly exposed to them in the wild. The main concern for Lynn is the same as it would be for any traveler--strains of microbes originating from outside the usual menagerie that her body knows how to handle.

I'm kind of curious what is in the other bowl, Cat. Malus domestica doesn't grow cleanly in the world of Data Chasers, after all. :-D I wonder if that is Pyrus communis in the bowl too? Or what exactly it is, if that won't grow 'cleanly' in the environment. :-D
Many fruit-bearing and other food plants do still grow. The ones that are cultivated are usually pretty heavily hybridized/gene-tweaked to make them disease-resistant, as well as keeping them from, oh, absorbing twelve Fukushimas' worth of radiation from the environment and passing the savings along to you. Most of them are altered to prevent any environmental toxins from getting into the edible produce, so the average pear tree or potato plant isn't a very close relation to our modern versions.
Similar to the present day, however, the ones that aren't cultivated and grow in the wild may not be so friendly. A lot of non-cultivated plants either just don't taste very good or will outright do you harm--it's part of their natural defenses against being eaten by animals or insects. I never met an apple tree that I would trust NOT to suck up as much environmental radiation as possible specifically to make me shit a rainbow of fallout. Apple trees are dicks.
